The phase of writing a project proposal for EU funds refers to the period before the submission of the application. In this period, you collect a number of technical documents depending on the project and the EU tender. They differ according to a series of criteria for applicants and costs, the purpose of the competition, as well as the type of support and the intensity of support that can be achieved per project.
The text of the entire tender documentation, which prescribes the conditions you must meet, often has more than 150 pages and is not known in advance.
After submitting the application for grants from EU funds, the projects go through 4 key stages of verification: administrative verification, verification of the eligibility of the applicant, the project and costs, and the evaluation of the project proposal.
In the administrative check of the EU project, it is checked whether all documents have been submitted and whether the documentation is in the prescribed language.
The most common conditions in assessing the eligibility of an applicant applying for an EU tender are: adequate company size (large ones are sometimes not acceptable), whether the activity in which the applicant invests is acceptable for the tender, whether it has a positive EBITDA, whether it pays taxes, whether it has employees, etc.
This is followed by a check of the project’s acceptability. Most often, it is checked whether the investment is in accordance with the purpose of the tender, whether the implementation of the project has started and what is the deadline for completion, whether the project is being implemented in the Republic of Croatia and whether you have a minimum of 25% of acceptable costs of your own money available.
In the evaluation stage of the project proposal, the applications are scored, all according to the specially prescribed criteria in each competition.
In the case of a positive evaluation, there is still the successful implementation of the EU project, which takes several years.
